Web Design is not my personal forte, while I appreciate and can critique design, I don't have the "eye" (natural talent) to create it. While I don't believe there is a true substitute for natural design talent their is a growing sector of the design industry that is turning it into a science. This means it can be taught and studied. You and I can create a brilliant design thanks to a few tutorials. Keep in mind though, you will most likely need a working knowledge of Photoshop (and have a copy: $999 - for full CS3 version). You should also know once the design is complete you will need to put it on the web... this is called cutting, to do that you will need a strong knowledge of CSS and HTML. That can be expensive and time consuming already, so if you don't have the time, call the professionals! :)
 
Either way, you should have a look at a tutorial to have a deeper understanding of what is involved. The one below is a great starting point.

Hey thanks for the link. This looks easy. (not) Next time I have a month to spare maybe I could learn this stuff!

Actually anybody involved with a website would gain alot to see the incredible tools and resources out there for design.

However design sense and design experience are another thing altogether.

Some of it is innate and some must be acquired through instruction, study of good design, and application (do it again and again).
